What
is National Computer Board (NCB)? www.ncb.mu
Preamble
The National Computer Board (NCB) was set up
in 1988 by the National Board Act (Act No.43)
to promote the development of Information and
Communication Technologies (ICT) in Mauritius.
It is a para-statal body administered by a Board
of Directors and operates under the aegis of
the Ministry of Information and Communication Technology.
The NCB has recently redefined its strategies
to respond more effectively to new national
aspirations in view of multi-facetted challenges
emerging in the wake of globalization and threatening
the very resilience of the country's economy.
Its core mission is now to accelerate the transition
of Mauritius into a regional ICT hub and ensure
the swift realization of government's objective
to make of the ICT sector a fifth pillar of
the economy.

The Planning Research and Development
division was set up to study the use of ICT
in Mauritius, make policy and legal recommendations,
analyse the trend in ICT technologies, promote
the use of state-of-the-art technologies and
carry out R&D in ICT.
The Mauritian Computer Emergency Response
Team (CERT-MU) was officially launched
on 16 May 2008 as the main national body for
co-ordination of information security incidents
at the national level. It is a division of the
National Computer Board. The mission of CERT-MU
is to provide information and assistance to
its constituents in implementing proactive measures
to reduce the risks of information security
incidents as well as responding to such incidents
as and when they occur.
The Business Development and Promotion
Division was put in place to develop
an integrated approach for the promotion of
Mauritius as a cyber island at regional and
international levels in coordination with other
public and private organizations of the ICT
sector. It has also to assess the competitiveness
of the Mauritian ICT industry and make relevant
recommendations.
The ICT Incubator Centre was
set up to promote entrepreneurship development
and boost job creation through the provision
of logistical and business support to start
ups in the ICT sector.
The ICT Culture Promotion Division
aims at bridging the digital divide in Mauritius
and developing an ICT literate nation.
The Government Online Centre (GOC)
is a centralized data centre which supports
e-Government initiatives. Equipped with state-of-the-art
ICT Infrastructure, the GOC hosts the Government
Web Portal which is one-stop-shop providing
comprehensive information on Government Services
and enabling online applications on a 24x7 basis.

The NCB spreads ICT literacy and creates awareness
on applications and uses of ICT and in so doing
contributes to build information society capable
to drive the national objective of making of
ICT a fifth pillar of the Mauritian economy.
Activities to create an Information Society

Promoting ICT for social development
In this context the NCB has launched a Cyber
Caravan project to disseminate ICT culture all
over the island through its two caravans. IT
Empowerment Programmes for Unemployed HSC holders
are also organized to enhance their employability.
Activities targeting secondary and tertiary
level students are organized on a regular basis
with a view to promote the usage and opportunities
of ICT and instill interest in the new technologies.
The NCB has also set up a Resource Centre to
provide ICT facilities to researchers, students,
professionals and the public at large. It is
equipped with PCs, ICT textbooks, reports, magazines,
press articles on ICT, education software and
offers free Internet access.
E-Powering Business
The NCB strives to foster the growth of the
ICT industry by organising a host of activities
focused on:

promoting entrepreneurship
in ICT through its incubator center;

promoting the development
of BPOs and ITES;

Promoting the export market
for ICT industry;
-
Developing indicators to assess
the development of the Information Society
in Mauritius;

Carrying out regular studies
to assess the penetration and usage of ICT
across the different economic sectors and
households;

Elaborating measures with
regards to information security issues at
the national level such as spamming; and
-
Advising Government on policies
and legal framework for the ICT sector.
The NCB has been operating an
ICT Incubator Centre in Port Louis since January
2003. Some 18 startups have benefited from the
services of this facility. The NCB now plans to
expand its Incubator Centre to accommodate at
least 40 startups in the near future.
The Incubator Centre also runs regular training
programmes for startups operating in and outside
its perimeters and for Small and Medium Enterprises
with focus on the legal, marketing, accounting,
management and production aspects as part of
their capacity building process for business
enhancement. The Center is located at Jade Court
in Port Louis.

Marketing of start ups
The NCB regularly participates in international
fairs such as SeCA (Salon Européen des
Centres de Contacts et Gestion de la Relation
Client) in Paris and the Birmingham Call Centre
Expo. The objective is to promote Mauritius
as a competing outsourcing destination and provide
information to potential outsourcers and investors
on developments and achievements in the ICT
sector in Mauritius.
Infotech has become the most important NCB
driven event for ICT stakeholders in the country.
The objectives of this event are among others
to showcase and spread emerging technologies
and offer a meeting platform for local ICT operators
to develop collaboration and deals with potential
partners and customers. Over 30 000 people usually
visit Infotech.
E-Powering the Public Sector
The NCB provides free hosting facilities and
technical assistance for the development of
websites and portals of Ministries and Government
Departments. These websites are available on
the Government Web Portal.
The NCB manages the Government Online Centre
a key component of the e-Government initiative
that is the main infrastructure enabling e-Government
and ensuring the provision of secure government
online services to citizens, businessmen and
government bodies.
The GOC also provides Internet access and email
facilities to employees of Ministries and Departments,
offers web site publishing and hosting services
and will host common and back-office applications
of Ministries and Departments such as Registry,
Stores, Personnel Systems, Labour Market Information
System, Environment Information System, Central
Population Database amongst others.

What
is CyberLearning?
CyberLearning is a subsidiary of National Education
Foundation which is located in Washington DC,
. It is a non-profit organization and runs educational
programs in the US. It has now come to Mauritius.
The foundation was established in 1989 to make

• Cisco Certifications
Cisco offers three levels of general certification
representing increasing levels of expertise:
Associate, Professional, and Expert.
Different tracks across these levels align with
varying career needs.
Three Levels of Certification
Associate. The first step in
Cisco networking begins at the Associate level.
Think of this as the apprentice or foundation level
of networking certification.
Professional. This is the advanced

Cisco CCNA 640-801 Series

This course
is aimed at Web Developers who wish to develop their

websites.
It provides
a foundation in Network and Internet technologies

this exam leads to CIW Status and is the first step
to other CIW certifications such as Master CIW Designer

CIW Foundations 1D0-510 Series
The CIW Foundations 1D0-510 series is designed to
prepare the student to pass the CIW Foundations
1D0-510 exam. This series covers the three topic
areas addressed by the exam: Internet Fundamentals,
Web Page Authoring Fundamentals, and Networking
Fundamentals.
CIW Security 1D0-470 Series
It helps to achieve proficiency in identifying security
threats, developing countermeasures, and using firewall
systems and attack recognition technologies. It
covers the fundamental concepts and principles of
network security, and it describes the most common
types of attacks that can occur. It covers basic
networking models, such as TCP/IP and the OSI reference
model, and it explains the security vulnerabilities
of protocols used at each layer in the model. It

CompTIA A+ certification is an international industry

2. Networking Series (Network+ Series)
This series provides an overview of networking principles
and practices. The series also covers the OSI Reference

Certified Novell Engineer (CNE) is one of the

CNE gives you a wide variety of Network support

When will I get CyberLearning
course completion certificate and what is the
role of CyberLearning certificate in PMI examination?
Candidate has to successfully complete the contact
hours of training and successfully completing means
that he should get at least 70% marks in the skill-assessments
of CyberLearning courses. To master the course, one
must master all lessons with mastery level. A checkmark
() in the Mastery column indicates that you've scored
the mastery level of 70% or better on questions
for that lesson. Otherwise it is not possible to
issue a course completion certificate from CyberLearning.
And PMI needs verification that a CAPM or PMP aspirant
has taken training for required contact hours from
an approved courseware provider (CyberLearning is
an approved courseware provider). Our course completion
certificate will serve as the verification. If CAPM
or PMP aspirant doesn't have this certificate, PMI
won't issue the eligibility letter which is needed
to appear for the exam.

When submitting an application, you do not need
to send documentation. However, PMI does utilize
a random audit process to verify candidate applications.
If you are selected for a random audit, you will
receive notification via e-mail as well as a letter
via postal mail with the instructions and forms
needed to complete this requirement.

What happens if my
eligibility expires and I have not taken the exam?
Candidate applications are valid for one (1) year
from the date of approval. If a candidate allows
their eligibility to lapse, candidates must re-apply.

If I fail the exam,
can I take it again? If so, when can I take it?
How many times can I take the exam?
Yes, Candidates are granted a one-year eligibility
window. Candidates have a maximum of three attempts
to receive a passing score on the PMP or CAPM examination
within the one-year eligibility period. After the
third unsuccessful attempt, candidates will have
to wait one year before re-applying for the credential
and attempting to test again. Candidates must submit
a re-examination form before each attempt along
with the re-examination fee.

How many certificates
are given for a particular series and how to specify
about these certificates in the PMI exam registration
form?
If there are 12 courses under Project Management
series, then candidate will be given 12 course completion
certificates for all the 12 courses, which will
have the learning hours mentioned in it.
Applicants need to document 35 contact hours of
project management education/training for PMP exams
and 23 contact hours of project management education/training
for CAPM exams.
While filling the PMP or CAPM Credential Application
(paper-based or online), applicants need to provide
the name of the courses, names of course providers/
Institutions , the start and end dates and the duration
of the courses. For example if a person takes 12
courses under the Project Management series. All
these courses have to be reported in the PMP or
CAPM Credential Application.
If the applicant is selected for the application
audit, they need to show the certificates/transcripts
of the completed courses for verification.

globally at Prometric Testing Centers during normal

No, every time you access your course, you are automatically
taken to the most recent web page viewed. Our courses
utilize a special tracking system, which records
your progress within a course. In addition, this
system automatically 'bookmarks' your last location,
which allows you to log in from any machine and
continue with course seamlessly. Another helpful
tip would be use our SYLLABUS manually navigate
through the by clicking a selected module or lesson.
NOTE: Our tracking system will always super
cede the SYLLABUS function once you exit your course.

It" while taking a CyberLearning course from
the Internet, I am taken to a white page with a
Shockwave link.
Author ware Web Player is a plug-in that expands
the functionality of the browser. Some CyberLearning
courses make limited use of Authorware Web Player
in order to more closely simulate the actual application.
These product simulations are optional, so you
don't have to download this plug-in. If you decide
run the simulations, latest version of Authorware
Web Player view course. After clicking link on
white page, follow instructions for downloading
and installing appropriate your browser version.

aren’t loading. Why?
The Macromedia Flash Player is used
for course introductions and activities, but is
not required to run CyberLearning courses. It
can be installed first time you take a by following
instructions shown at login. Most browsers

Our courses are designed for highly efficient, real-time

size fewer than 20k. Our courses provide lots of
interaction, and have many simulations using Macromedia’s
Authorware Web Player and Flash plug-in.

• Can I bookmark
the last page accessed so I can return directly
to it the next time?
The courses
automatically use a global bookmark to mark the
last page accessed. This happens automatically
when you click the Exit button in the toolbar.
The next time you access that course you will
be taken to the book marked location. This global
book marking feature works from any computer.

• Do your courses
offer any testing?
Yes. CyberLearning courses offer testing in two
ways. A student will encounter an answer questions
as they take the courses. These questions engage
the student and facilitate subject mastery. All
CyberLearning courses also have Skill Assessment
modules. The Skill Assessment modules can be used
for pre or post testing. And in our new series of
courses, the “Course in Review” lesson includes
even more comprehensive and unique questions.

• What exactly
is a Skill Assessment module?
Each course includes a 30 question Skill Assessment,
which evaluates your knowledge of the course material.
The Skill Assessment, accessed through the Tools
button in the course, may be taken prior to, during,
or taking the actual course. Scores are tracked
by unit and include initial, current, and best scores.
Scores are available to the student immediately.
Based on the scores received, students can skip
topics in which they demonstrate proficiency, thus
reducing training time.

• How do I see my
scores?

available through the Scores page accessed from
the Tools tab.

• What can I do
to improve my scores?
Once you have completed a unit, go back and re-answer
every question in that unit. If you answer more
questions correctly, an improved score for that
unit will be recorded.

• What do I need
to do to get full course completion credit?
To get full credit for a course, you must answer
every "Think About It" question. You get
credit for completing a unit when you answer every
question in that unit. The course is completed when
you have answered all questions in each unit.

• My scores will
not update when I take the course to improve them.
Select the desired course from the
My Courses
list and click on the
Course Tools tab
on the left navigation. You can click on
View
My Scores to see what score is recorded for
each lesson. Also on the Course Tools tab you can
click on the Progress Report link. This will bring
up a list of the questions within the course. If
there is a mastered check besides the heading of
the lesson, all of the answers for that unit have
been answered at least once. If there are questions
listed under the lesson heading, these need to be
answered in order for scores to update for that
lesson. All questions must be answered within a
lesson for the score to update for that lesson.

• I cannot find
where to get a certificate of completion for my
course.
Log into the course and within click on Course
Tools tab on the left navigation. From here,
click on the View My Scores tab. Your mastery
percentage will be in the first paragraph on that
page. If every lesson is scored at or above the
mastery level, you will see a certificate button
near the bottom of the scores graph. If there
is a lesson or lessons without the mastery scores,
a certificate button will not show. If a certificate
button does show, click the button to generate
your certificate.

• How
do I print the pages in a course?
You can print the entire course without graphics
by entering your ID and password in the login box
on
www.cyberlearningmauritius.org
and clicking the
Accessibility button instead
of the submit button. This will show you the entire
course with no graphics. You may right click on
the course and select the Print option to print
the course. If you would like to print the course
one page at a time, you may login to the graphics
version of the course and right click on the page.
Select the Print option. The page will print with
graphics.

• When I try to
play the video courses, my buttons are grayed
out and my quiz answers do not seem to update.
These problems may arise by having the version of
Sun Java that is not compatible to run the videos.
The version recommended is Java 6.

do not have audio. Is there something wrong?
Many of our End User courses are now equipped
with audio on many pages of the courses. You may
also get audio on the introduction pages of the
lessons if you have Flash installed and the option
is checked in My Preferences. However, audio is
not available for every course that CyberLearning
offers.

• Why
is there a skill assessment when I log into
a course?
This is an assessment module that we provide for
each course. It is necessary that you first take
the quiz associated with the course before your
start taking the real course. This is necessary
to evaluate your-self and understand where you
are positioned in the course and what the areas
you have to concentrate more.

• How does the
evaluation process work?
Each course includes a 30 question Skill Assessment,
which evaluates a learner’s knowledge of the
course material. Out of 30 questions, 27 questions
are multiple type, fill in the blank etc. and 3
questions require learners’ to actually solve
a problem. Sample exercise files are provided for
such type of questions. And to measure the learners’
progress, after completion of every unit there is
a similar skill assessment test, and at the end
of the course there is a final evaluation test.
The test papers are set as per the course module.

• When we miss
a question on the quiz, you tell us why we missed
it, but you don't tell us the right answer. Why
not?
Our quizzes use a diminishing multiple choice
format. When you miss a question, you will receive
an explanation as to why your answer was incorrect.
You are then expected to do the research needed
to find the correct answer. You will retain the
material much better if you take the responsibility
for answering our questions instead of relying
on us to answer them for you.
